Nucleus3 – Trusted IoT & Digital Transformation Partner for Utilities and Smart Infrastructure

Nucleus3 is an Australian-owned engineering and technology consultancy specialising in IoT, digital metering, and end-to-end utility transformation. We help water authorities, councils, and infrastructure providers modernise operations through scalable, secure, and future-ready solutions.

Our in-house platform, Water Bureau, is built on Cumulocity IoT and integrates with industry-standard tools such as Temetra and OnConnect. This gives clients a modular, vendor-agnostic architecture that supports everything from pilot deployments to full production rollouts, without locking into a single technology stack.

Cumulocity and Nucleus 3 Pty Ltd

Our value proposition is underpinned by an extensive, vendor‑agnostic partner network that spans devices, data platforms, and carrier‑grade connectivity. This breadth lets us assemble the optimum stack for each customer while shielding them from vendor lock‑in.

We are channel and technology partners with Itron, leveraging their full suite of telemetry-enabled water meters and the Temetra platform to ensure end-to-end metering, billing integration, and event management.

With SUEZ, we integrate the OnConnect analytics platform to provide utilities with advanced dashboards, leak detection algorithms, and consumption insights, enhancing operational awareness and customer engagement.

From a network perspective, we partner with all major telcos, including Telstra, Optus, TPG, and Spark NZ, offering broad, carrier-grade LPWAN coverage across Australia and New Zealand. For customers with more specialised or hybrid requirements, we also work with NNNCo and Meshed to provide private or virtualised LoRaWAN Network Server infrastructure.

Our platform implementations support a wide range of devices through integrations with leading OEMs including Itron, Landis+Gyr, EDMI, Sagemcom, Diehl Metering, Honeywell (Elster), HZ, Ellenex, 37 South, Iota and other. This enables utilities to future-proof their infrastructure, mix device types across deployment stages, and avoid lock-in to proprietary protocols.

To deliver projects on the ground, we partner with New Plumbing Services (NPS) and Dusk, giving us a national footprint of experienced installers and field crews who are familiar with local compliance, customer liaison, and smart meter commissioning protocols. Their involvement ensures high-quality installations, safety compliance, and effective community engagement across metro and regional areas.

This complete partner ecosystem allows Nucleus3 to deliver flexible, standards-based Cumulocity solutions that scale with your organisation. Whether you're running a pilot or rolling out city-wide infrastructure, we provide the technical leadership, delivery capability, and ecosystem coordination needed to realise the full benefits of smart metering and IoT.

Use Cases

Water Leak & Abnormal water behavior monitoring

Microservices/ EPL code is used with datalogger pulse inputs and thresholds to identify and alarm on leaks. Pulse loggers themselves cannot detect leaks, but using our EPL code, we monitor water usage behaviour to identify potential leaks. This is done by analysing meter size, leak thresholds, and consumption patterns over 24 hours or during non-peak hours (typically 12am–4am for commercial sites). Alarms are designed to detect typical usage, such as off-peak usage for C&I clients, zero usage for holiday homes, or excessive use at water treatment sites. Using EPL applications (event processing logic similar to microservices), this tool monitors abnormal water usage during predefined "off-hours" and alerts customers via email when suspicious activity is detected.

LwM2M device payload monitoring

Microservice used for visualising the LwM2M device payloads into measurement graphs, including interval data, alarm events, and decoder performance (i.e., time taken to decode and push measurements/alarms to the platform).

DMA water balance

In Cumulocity, a DMA water balance is a custom application created using the Solution Accelerator tool, which leverages templates, frameworks, and microservices to build a vertical-specific solution. This solution is used for monitoring, reporting, and analysing water losses across the entire DMA. It displays ingress and egress water consumption, total consumption, day/night consumption, minimum and maximum values, and peak/non-peak usage patterns via dedicated widgets.

Device SIM overcharge alerts

A microservice that monitors individual SIM usage within Cumulocity, reporting the last network communication and SIM status. It aggregates SIM usage data across all IoT devices and represents it as a single measurement, providing a high-level view of total SIM usage and respective statuses for all connected devices.

Daily KPI Email reports

A microservice that generates and sends daily email reports outlining device health KPIs. It includes statistics such as the number of devices that communicated in the last 24, 48, and 72 hours, as well as devices that haven't communicated for over 30 days.

C&I water meter monitoring

Using EPL codes, we support data loggers with pulse sensors to capture readings from C&I meters (25–200mm). This includes pulse weight factoring, offset setup, leak detection based on meter size and thresholds, abnormal usage alarms, and peak usage alarms.
